The
Agreement on reciprocal access to fishing in the Skagerrak and the
Kattegat was adopted in December 1966 by the three coastal States of the
area - Denmark, Norway and Sweden. Under the agreement, each party agreed to
permit the vessels of the other parties to engage in fishing up to four miles
off its coast in the Skagerrak and Kattegat, irrespective of any zones of
fishery jurisdiction claimed. Under the agreement, those waters,
for the purposes of such fishing, were deemed to
constitute the high seas. The agreement also contained a commitment, "to such extent
as may be considered appropriate" to attempt through mutual consultation to
establish as uniform regulations as possible in the three countries in respect
of fishing in the Skagerrak and Kattegat.
