Summary of instrument

The Kyoto Declaration and Plan of Action were adopted at the International Conference on the Sustainable Contribution of Fisheries to Food Security, held in Kyoto, Japan from 4-9 December 1995. It was attended by 522 participants from 95 States, 11 inter-governmental organizations and 9 non-governmental organizations. The Conference was organized in order to address the increasing demand for fishery products and led to the adoption of a set of immediate actions to be taken by States, either directly or in cooperation with other States, or through cooperation in the FAO and other appropriate international organizations. These included actions:

bullet to assess and monitor the present and future levels of global, regional and national production, supply and demand of fish and fishery products and their effects on food security, employment, consumption, income, trade and sustainability of production;
bullet to enhance sub-regional and regional cooperation;
bullet to conduct integrated assessments of fisheries in order to evaluate opportunities and strengthen the scientific basis for multi-species and ecosystem management;
bullet to take various measures to reduce excess fishing capacity:
bullet to develop, promote and facilitate the exchange of information on various matters;
bullet to promote allocation of human and financial resources for an international program to investigate the effectiveness of multi-species management of commercial fishery resources;
bullet to take various action in relation to fish and other sea life which are incidentally caught and discarded;
bullet to promote the exchange of information amongst research institutes and other relevant entities and to strengthen coordination of national and international research programs; and
bullet to provide and coordinate technical and financial assistance programs for developing countries.
