Summary of agreement

This agreement, which was adopted by Japan, the USSR and the United States in December 1970, concerned an arrangement on quotas for fin whales and sei and Bryde's whales for the 1971 hunting season in the North Pacific. Under the agreement, quotas for each party were determined, with the option to transfer quotas between species subject to the total catch of one or the other species not exceeding by more than 10 per cent the quota for each species as set out in the agreement.
