The Convention will enter into force 12 months after the date on which not less than 15 States have either signed it without reservation as to ratification, acceptance, or approval, or have deposited the requisite instruments of ratification, acceptance, approval or accession.

Summary of provisions

Objectives

To promote safety of life and property at sea and the protection of the marine environment by establishing international standards of training, certification and watchkeeping for personnel employed on board fishing vessels so as to ensure that seagoing fishing vessel personnel are qualified and fit for their duties. [Preamble and Article 1(2)]

Scope

 - Material

The Convention applies to personnel serving on board seagoing fishing vessels entitled to fly the flag of a party. [Article 3]

Global.

Organizational mechanism

The emphasis under the Convention is on action at the national level, but the International Maritime Organization performs various administrative, coordinating, secretariat and depositary functions.
