The
Declaration of Cancun is largely credited with starting the process that ended
with the adoption, in 1995, of the FAO Code of Conduct for Responsible
Fisheries. The Declaration was the product of an international conference, held
in May 1992, which was attended by 67 countries and international bodies.
Although it was not the first forum to discuss the notion of responsible
fishing, it was the first to do so at the global level. One of the main aspects
of the Declaration was that it called upon the FAO to draft, in consultation
with relevant international organizations, an international Code of Conduct for
Responsible Fishing, taking into account the Declaration. The participants in
the Declaration also agreed to promote, within the legal framework provided by
the UNCLOS, effective international cooperation towards the achievement of
rational and sustainable management and conservation of the living resources of
the high seas and on the need to reach agreement on measures to promote
international trade in fish products, consistent with GATT rules and principles
of responsible fishing.
